Has had my car for over 2 months and can not fix it!

They have had my Volvo 1999 s80 for over two months and they can not fix it

They just told me straight out they do not have the tools or the knowledge to fix it, now they are telling me, they have to take it to the volvo dealer and i have to pay for the repairs. The mechanic Felix asked for $400.00 upfornt for parts. I have been with out a car for over two months. I have emaild ASE and Chamber of Commerce but i have no luck no one responds, what can i do legally i want my car back i need it!!!
