Fraudlent & deceptive practices-charged for auto repairs that werent done

On May 30 I took my car to Rick @ North Bend Auto. My main reason for taking my car there was I was constantly having to replenish antifreeze into my overflow bottle and/or radiator. Per Rick he pressure tested my car, and found NO ENGINE (intake gasket) DAMAGE. I took Rick's advice as his bond, and asked that he check my level of Freon in my car and please change my oil. Later that Saturday afternoon my car wouldn't start.
On Tuesday, June 2 I had my car towed to Rick @North Bend Auto. Later that Tuesday, afternoon Rick called me to advise I needed my intake gasket replaced. I asked Rick, why he didnt know that on Saturday. Rick said, well you can just never tell about these things. On Wednesday, June 3 I gave Rick approval to replace my intake gasket. Thursday, June 4 Rick calls me to advise my car is ready. Before I leave Rick's shop I start my car and I immediately notice that my car is shaking. I ask Rick about the shaking and he states that my car sucked up alot of antifreeze into the engine and out the tail pipe.
My car is still running rough on Friday, June 5. My car is very loud, and hesitates to take off, shakes, and sputters. My car NEVER performed like this before. I lift the hood and notice that 2 of my 6 spark plug wires were not attached to the spark plugs. On Saturday, June 6 My car is STILL very, very loud I return to North Bend Auto with my car. I also advise Rick of the issue w/the spark plug wires. I inquire why my car is SO LOUD, when it wasnt before. Rick says he doesnt know what caused the noise. Rick does nothing to help with the noise. He does state that if the car continues to be loud, or if it gets louder to bring it back to him.
On Monday, June 8 I'm back to replenshing antifreeze into my overflow bottle and radiator. I put antifreeze in my car before leaving my home for work (I work approximately 9 miles from my home). I leave my job to go to lunch, but NOT before checking my overflow bottle which is NOW empty again. I return from lunch and again check my overflow-ITS EMPTY AGAIN. At 5:00pm EST I check my overflow bottle and again ITS EMPTY. I arrive home, check my overflow bottle, and again I need to replenish my antifreeze. Later Monday evening I go out to start my car, 2 extremely LARGE puffs of white smoke come out of my tailpipe. I turn my car off, and the car wont start.
On Tuesday, June 9 I call Rick @ North Bend Auto to report again I'm having car issues again. Rick calls me later Tuesday afternoon to report my car needs a new engine. I ask how can that be, since you just replaced my intake gasket last Thursday. I ask for a FULL refund, and Rick denies my request.
On Monday, June 15 I have my car inspected by an ASE Certified mechanic. This mechanic confirms (my worst fear) that #1 my oil, nor my oil filter were changed. #2 my intake gasket wasnt replaced. I call Rick @ North Bend Auto to inform him of my findings and to request a refund. Rick DID NOT DENY that the repair work wasnt done to my vehicle. However, he did DENY my request for a full refund (total $671.46).
