Paul barthel - brain wagaman theft by deception, grand theft auto! Signed contract reciept deposit & no truck

I was contacted by Paul Barthel of Gettysburg on Feb. 8th via email, He told me he had seen my add on craigslist. He told me he had a 1989 Ford rollback for sale and sent me a few pics of it. I then drove out to his house on Feb. 19th to look at the truck and we agreed on the price and I gave him $1,000.00 down and he wrote me a reciept and we both signed it with the details of the truck vin and the deposit and the balance due on pick up day. I then became wary as the day i was supposed to pick it up was cancelled, and then the second day was cancelled. He would not return my calls and only e-mailed me for the next week. I was told that I could come out and pick up the truck on Sat. The 27th of Feb. at 10am. I drove 2 1/2 hours out to pay the remainder balance and pick up the truck and file the title work. I arrived at his house at 10am and was told from Paul Barthel that it was not his truck and it was a freinds truck and he was going to Harrisburg to get a dup. Title. I waited there for 6 hours and was told the owner was missing. I drove back home and called Paul and he told me his friend picked the truck up. I then called the PA State Police and they just brushed it off. I was stunded!!! I was sold a truck with no title by a man named Paul Barthel that did not own the truck and he has my $1,000.00 deposit and says he gave it to the owner of the truck. I feel that this is a scam and it is theft by deception with grand theft auto. I just cant believe the pa state police don't have the time to look into this crime. I thought they were here to protect and serve the public. I have all the emails and the reciept that are all signed by this man. Is there anyone out there that can help me??? Thank you for reading this crime. Is there a Pennsylvania State Trooper That can look into this and help us. Thankyou in advance
