Won't let me cancel! What's going on?

So I am a AAA member for roadside assistance - I never need it, of course, but it's good to have. It only made sense to join the car insurance program through my local office. It seemed quaint at first too, they're right there - down the street, make payments, etc. Then it came time to cancel the insurance.

Mind you, I had a $0 balance when cancelling - it was the perfect time. Nothing in my contract stated a fee or penalty for cancelling when I did. So I did. I called the local office and notified them of my cancellation and was told I'm "all set". Wow that was easy. Then I got a bill for a new cycle of payments - I called the local office and again I'm "all set". So I called the corporate office that sent the bill - they needed proof of my new insurance. Ok, sent that immediately. A few months go by with nothing so I assume I'm good.

Then I get another bill - now we're tacking on late fees... I call again and the lady says I'm fine if I can just send proof of a new policy. Ok, I did that already - they "didn't receive" this. Ok, sent again. They received this one, since I confirmed that. I was told, "Ok, you're all set then, it will be a $0 balance".

Now another month goes by - I get a collection letter from them owing now $140. Ummm-ok. I call the collection place and I'm told it's late fees, interest, the remaining balance from before. I told the person on the phone that it was a $0 balance - he denied this. Now it's not but the past 6 months it has been. Ok. So what now? Pay $140 for bs charges when obviously this company does NOT communicate with the customer or each other? I don't think so.
