Loss of signal

After eight weeks of grievances of missing sign on television and web, ATT claims it is a wiring issue starting outside our building (a four-unit condo), and even though our friend over the corridor doesn't have issues with her uverse, that is since ATT rewired her device when u-vetrse was mounted. Your device cables undergo 'the rest of the models' before dealing with us, thus we've an excessive amount of interferece, and therefore, lack of sign.

ATT says it cannot do something.
