Hertz uses Bait & Switch tactics

Hertz is using what I believe is "Bait & Switch" tactics when you make reservations via their website. I did a search for rental car prices at Tampa International Airport (TPA) through sidestep.com. Hertz came up as having the best price for a small SUV at TPA and we were directed to their website. I made the reservation and it was confirmed through the website and my e-mail.

In addition to my confirmation e-mail, I also received an e-mail for an additional reservation that I did not make so I called their reservation line and spoke to a Customer Service representative to have that incorrect reservation cancelled. While doing that, she noted that my original reservation was made for a private corporate airport at TPA and that I could not pick up a car there. I told her that I made it for TPA but she said that the address was for the private airport (which is right by TPA).

I asked her to change it and she told me that it would cost us almost $200 more for the same rental. She also told me that if I hadn't called and gone to Tampa with my original reservation, they would have had to charge me the "going rate" at that time. It seems to me that this is a classic "bait and switch" tactic to charge the customer more. I spoke with customer service and they couldn't do anything for me. Hertz, in my opinion, is being very disingenuous with their customers.
