Repair rip-off

National Rent a car, through Vanguard, is trying to wayyyy overcharge. We rented a 2008 Nissan which someone hit while my wife and i were not present. The rear plastic brake light was cracked, but the light worked fine. The rear quarter panel was seperated slightly from the bumper, but no paint damage or any cracking was done. They are claiming the manufacturer has guidelines which make the body shop redo the whole bumper in a 'special' way. They want $688.00.
