Ebay seller who took my money did not deliver the car or refund Norwalk

The problem started with me winning the auction on eBay from a seller in CT. The deal seems to my liking. Needed a cheap car to get to work. After I won the auction, send the money the next day and he cashed the money within 36 hours of the auction ending (I verified this by phone). Problems one he did not have the Title (I thought there is law that if you do not have the tile you can sell a car!). Then the he delivered the car to Queens in NY, I live in NJ / Then he said he is fixing the car (time belt) Ay how I did not have the car after 22 days. The only thing he said the I do not leave negative remark on the EBay comment
