Sells junk and will give negative feedback for doing so

I ordered a cat condo from the Ebay Power seller. I should have known that since I won the auction for 9.99 and the shipping was $145 it was a mistake. It arrived with several missing and mismatched parts. My husband is a finish carpenter by trade and he just could not make it work. It is unstable and wobbly and unsafe for a cat. I contacted seller who wrote me to nail it to ceiling to keep it from falling down. Which idiotically we did. It was still wobbly and leans due to missing parts. I contacted him and he did not reply. At this time I posted a negative feedback so no one else would order this piece of junk. He then posted a negative comment on my feedback which has prevented many sellers from allowing me to bid. This has saved me money, but quite unfair. He then wrote 2 weeks later that I could have returned it within 3 days in orginal packaging for auction refund of $9.99. I paid $145 for shipping UPS was $45 so it would cost me $190 for a 9.99 refund. Not very likely to happen. I am sure this is the point of his auctions. Please do not order any cat furniture from this seller. Not only was I ripped off, but my Ebay reputation was riuined as well.
