Scam, fraud, Bad customer service, no issuance of refund

I signed up with a company that claimed to pay you for advertising for companies by placing ads on your car. The site is adcarclub.com. I payed around $100 for the lifetime membership and after a few weeks of no calls from this business or the companies i began to get concerned. I e-mailed the company and got a response from an aol address, which doesn't seem very legit to me, and it said to wait 30 days. I waited 30 days with no response. This service is "guaranteed" so i wrote to refund@adcarclub.com where i got a response saying i would be issued a refund in within 60 days. It has now been 90 days with no refund. I have tried to e-mail them time and time again but only get the automated message saying i will get a refund in 60 days. I am extremely frustrated and am not sure what i need to do to get that money back. Do not use this service.
