Rip off -refused to cover warranty work as detailed in warranty, covered item refuse to cover

I took the vehicle in for some work that needed to be done, Fidelity Warranty Service was to cover the work first they said it was not covered then they said that it was, then the said it wasn't. They refuse to provide denial process and appeal process and when I filed a complaint with the Florida Department of Insurance they refuse to talk to me and give me details. Dealer is even concerned that they will not pay for the work as detailed, because they keep changing their story.
