Take the money and run radio guy

I found this business through a reputable Saab website. He was supposed to be the pro and have all the answers. Explained what the situation I was having and he gave a solution. Buy his amplifier that is guaranteed to fix 95% of all that problems I was having with my clients car. I receive the part and 0% of my problems were fixed. It only gets worse. I now have paid almost $500 for the part with shipping to find out after the fact he has a final sale policy that was never formentioned. I asked for a refund or I will dispute the purchased with PayPal. He said go ahead I no money in my account anyway and I am leaving for a undisclosed time.

So here we go with the old take the money and run attitude. I now have a part that I have no use for that probably doesn't even work and he's got the money and he's gone. When will someone actually stand behind what they do in this day and age.
