Phoney Job offer for non-existant job that required fee for training

You recieve an email from Fred Beans auto dealership saying we have seen your resume and based on our experience you would be very successful selling cars at our dealerships. The email is signed by Steven Schwartz of Williams and Associates. At the interview he explains he has been authorized to hire and train sales people. After the breif interview he says again you will be great at this job. You are invited to the class which is really just a series of stories about Schwartz's past and his fathers accounting business. A some point he says you need to pay half of the cost of the class; but Fred Beans Saturn ect. Will refund that money in 90 days.
The class ends on a Friday but he doesn't know your assignment yet so he will call you on Saturday. He finally calls on Saturday and informs you you weren't selected. He suggests you look in the phone book for other dealers and they will try to get you placed. I did not sign up for a placement service; I came in for the promised job. The email never mentioned any fees. When you ask about the money he is too busy to talk. He hangs up and you realize you have been ripped off.
