Ebay thief selling auto parts. Needs to be brought to justice ripoff houston

This guy was selling a bumper for my car on ebay and kept telling me to send the money, so he could get started on getting a hold of the bumper. I was on vacation and he kept calling me asking if I sent the money, I should have been suspicious but wasn't worried about sending money since I was on vacation.

When I got back home he claimed he sent it and gave me a tracking number but the tracking number went to another city. Longer story short we talked for about a month I threatened to file a police report and he told me to call him next week and he'd have the bumper, so the following week I called and he disconnected his phone. So I'm out $250 and he spent my money. Scum like this should be off the streets.
