Repo car for $40 ripoff

This company reposessed my 2005 kia rio because of a $40 debt owed to them for an inspection sticker.

The company they hired to recover the vehicle is being charged with reckless damage because thay hit my other car and damaged my son's basketball goal towing the car away. They did not report the recovery to the local police, as required. I have been told they do not even have to file a mechanic's lien to take the vehicle.
The car is in my name only, purchased before I married, and the returned $40 check was written by my husband. This is an extreme abuse of a law. They have "stolen" a car worth thousand's of $, for a $40 debt. They plan on selling the vehicle at auction, unless I pay the check fees plus hundreds of $ in towing, storage and misc fees.
