67 year old woman 2006 Kia Inspection failed Proof They Lied Elder Abuse Rip Off

My Mother is 67 years old. She brought her car into tires plus in morrisville pennsylvania to have it inspected. It is a 2006 Kia.
It passed emissions but failed inspection because the man claimed her brake pads were bad and roters were shot. It would cost $400 to have it fixed so my mom said she was taking it somewhere else to have it fixed and she would bring it back to get the sticker.
She brought it to Weisner, who charged $185 for the job. But he called today and said he could not do the job...
Why?
Her car does not need new brakes or new roaters. Her car is just fine and he cant rip her off. I do not know what this means, but in order to pass inspection it must be above a 3. Her car measured 8 3/4.
Big difference, obviously the people at Tires Plus did this on purpose. Rip off an elderly lady, how will she know?
Just wanted to share, in case anybody was going to go to just tires. Dont want you ripped off too.
