Ripoff while filling gas tank at pump, the pump shut off @ every three seconds, while meter continuoisly ran & kept charging

At 2:36A.M. On 10/20/06 I filled my gas tank on pump#12. While fueling I noticed that the pump would stop @ every 3-5 seconds, remain off @ 3-5 seconds, then start pumping again.

During this proccess of pump going off and on the gas and price meter ran continuously and never stopped running until fueling was complete. I held the gas line by hand to confirm the gas flow stopping and starting up again while the meter ran continuously. This possibly is on video servalance since this pump was a "pay first" pump. Why was this pump charging me when the pump was not fueling?
