Ripoff charged me with an at fault accident that was not my fault

I was cited for an accident that clearly was not my fault. I went to court, the judge agreed that the other driver caused the accident and took away the ticket.
State Farm decided that from their investigation, I was at fault and they were going to pay the person who was at fault and charge me with the at fault accident. Oh yeah, and raise my premiums also.

This might be a good time to mention that the other driver had no drivers license, and no insurance, and just for good measure, an unrestrained toddler in the car.

I consulted an accident investigator/reconstuctionist that also determined that the accident was caused by the other driver (I took pictures at the scene, which I highly suggest to everyone). State Farm still insisted that I was at fault and paid the other claim who of course had medical claims in addition to a totaled car.in turn, my rates went up. So of course I changed insurance companies, but your insurance record is what follows you, not your driving record.

I also contacted the State dept of Ins. No response. I tried the local news stations, no response. Even emailed the govenor, no response. After some further investigation, some things became clear. Apparently State Farm has some quotas or percentages if you will for claims paid out to minorities, which apparently the other driver could be classified as (maybe someplace else, but not in Arizona). So I would have to just take it right? WRONG!

I also think the only reason I got the ticket in the first place was because I had insurance and the other driver did not, I obviously had a job (I was in my work uniform), so this would be less of a financial burden to me.

I had pretty much given up, until I found this site and thought I would give it one last shot. Any info or feedback would be appreciated. Sorry so long, I actually cut it short, but if you want more I'll tell more.
