A Progressive policy holder caused an accident with my vehicle. His actions are listed as the cause of accident in the police report taken at the scene. However, Progressive denied my claim with this reason:

"The driver was from a different area of the state, therefore didn't understand how the road was divided where the accident happened."

This is despite clear indicators, such as observable traffic patterns occurring on the street where the accident happened. Does this imply that unfamiliarity with an area is a legitimate excuse for causing an accident and rendering another person's car totaled?

Progressive was also keen to get a copy of the police report, but then declared it "hearsay" when it showed their driver's actions as the cause of the accident.
