Aka Mullahey Chevrolet auto repair ripoff

The electrical system in our 1998 Kia Sportage shorted out my wife had the car towed to the local small auto repair place she usually goes to for regular maintenance and they quoted $500 worse cas scenario to repair if it was in the dash and required complete dissassembly of the dash. To get a second op0nion I contacted the nearest Kia dealer (Fullerton Kia aka Mullahey Chevrolet). They convinced me that because they know this car better than the other shop and worst case scenario if the the short is under the dash would be $350 or less. We then had the car towed again to Kia Fullerton aka Mullahey Chevrolet.

The service manager notifies me the next day that the bill is over $700! When I questioned it he said the short was under the dash and required dissembly which is $700. When I explained that I had already told him the that the short was under the dash and required dissassembly which was the basis of his quate for $350 he said he didnt recall that conversation and that the bill is the $750 figure if we want the car back we need to pay it.
