BAD BAD service and poor attitude - visa

I need a re-entry visa for my Italian passport as I am traveling abroad. I was told to go to the first floor. There was no signage except counter numbers and no enquiry desk. I was bounced around from counter to counter by various officials for an hour. They clearly had no clue what a re-entry visa was. Finally I was directed to counter '31' where there had previously been nobody. The lady behind the counter then told me I needed a 'ticket' before I could even queue anywhere. I looked around and asked her where I could get a ticket. With a huge attitude she told me I needed to get it on the 2nd floor. 2nd floor? An asylum would have made better sense that this place.By now I was late for work and I need to re-schedule another session
