Bad service - service at this restaurant

About 3 PM yesterday we went to IHOP in St Joseph, MO. Was not busy at all so thought we would get took care of right away. WRONG! A server finally took our orders for drinks and we had menus. After 15 or 20 min and no drinks and no one to take our orders, we got up and left. The girl behind the counter said oh well and thank you. We could see the server flirting and visiting with the women servers. We have never got that kind of service before. Management needs to be aware of their help.
