25-Cent Declined Cash Advance Fee Not Listed on Fee Schedule

A company where I donate plasma loads funds onto a Citi prepaid card. At my bank I tried to take a cash advance on it, but the attempt was declined. That same day a 25 cent fee was charged for the declined transaction.

I then went through the card terms and the fee schedule. Neither says that cash advances are prohibited, and neither lists a fee for declined cash advances. Fees are given just when POS or ATM transactions are declined, which the representative I talked to said are permitted. So they blocked a transaction as disallowed even though their terms never state that it is disallowed, and they billed a fee that does not appear on their fee schedule.

On top of that, they insisted the fee is valid and would not refund it. They charge this fee without documenting that the transaction is off limits and without naming this transaction type on the schedule for decline fees. That makes me wonder what further undocumented fees they attempt to collect.
