Four months ago a program to institute electronic bill pays was presented.

Since that time the plan was abandoned.

Paying bills by check is bad practice.By relying on the postal service and courier
pickups, there is increased chance of non-delivery. With the mandatory 5 day
hold, the posting of mailed payments is also additionally delayed.

Part of the problem is that electronic student loan payments ARE routinely accepted.
Therefore it would be necessary to separate these two different payment flows.
This may be where the problem came in.
As a result, payments by check are credited/cleared so slowly, that one can
imagine the check being delivered cross-country by Pony Express then put
aside for courier pick-up... Then the courier makes delivery into the 5-day
holding cabinet. At the end of that period it is unlocked and the envelopes
are individually opened by hand... Etc. Etc. (This is how Ciitibank views
Sallie Mae's unreliable, antiquated, and SLOW payment delivery process.)
