Loan Modification Denied After Two Years Because Income Too Low

After 2 years of jumping through the Chase Home hoops on paperwork and having house pmt raised $100 a month to start with I am told the reason I am turned down is I am not Rich $ enough to get help. Loan modification is only for people that don't need it. Why do $ Rich people need help?
