"MARYMOUNT Hospital" in Cleveland/Ohio did not send the bill to the correct Department unsted turned it over to a Collection Agency

"MARYMOUNT-Hospital" in Cleveland/Ohio was not able to send the bills to the correct Department of my Insurance-Company, therefore it wasn't be paid.
Concerning to my policy, I do have a "co-pay" of 20 %, which is my responsibility to pay of that bill.
"NCO" Financial Systems do know and recognize, that this isn't my fault, that the bill is not been paid, but they still harrassing me.

In effort to settle this matter, I wrote on April-28 a certified letter # 7003 1010 0002 5629 6615
(mailed on APR-29) and offered "NCO" to pay 20 % of that bill (which I'am only repsonsible for), and wrote on the Moneyorder: "PAID IN FULL", and do wrote a letter with the notice, that this Moneyorder is a offer to pay the account in full, and if "NCO" will cash it, the will recognize Payment in Full, and that they are obligated to clear that account and do delete the debt.
I also wrote them, that this is just an offer and an attempt to settle this, and that "NCO" is not obligated to accept that offer, and if "NCO" would not accept that offer as payment in full, they have to return that moneyorder to me and may go to court.

I also wrote, if they cash it, that means, they accept that moneyorder as payment in full.

"NCO" had cashed that Moneyorder, and they wrote me on
June-07 a letter, saying, they still want the "rest-Payment", and that they did not accept that Moneyorder as payment in full... They only accept that as a Payment. I have called them up since, and they just hang up the phone.

Who can give me some advice, what I can do about that?!
