Ripoff fraudulent billing of fees and late charges

My son agreed to accept a Citicards credit card in 1999 while in college. Upon receiving the card, he changed his mind, cut it in half and threw it away. He received statements with a balance of $. 00 for quite awhile, then a charge for a magazine showed up on a statement. After calling the company, the charge was removed and the next statement showed $. 00 balance.

In 2002 he began receiving statements of accrued fees and late charges. He has repeatedly called Citibank, where the account has been sent, and was told a couple of times that it would be taken care of. We continue to receive statements, and now letters from a collection agency stating that he owes $283.94.

In 2003 we were advised by Citibank to send copies of our statements and a letter, which we did. Nearly one year later, we are still receiving letters and rude phone calls from the collection agency.

Repeated phone calls to Citibank's customer service number are getting us nowhere. We were told again to send copies of the statements to the Dispute Dept. Our next step is the Attorney General Comsumer Rights Dept.
