Ripoff Fraudulent billing scam Criminal Activity

My parents (80 years old) received an official looking bill from this company for $56 citing account number 706746692815 and invoice number 230931. The bill is for a 14 minute call to the United Kingdon. The bill goes on to explain that the call was somehow invoked by using an unspecified pay per view website. It goes on to say that in additional to the "entertainment fee" there will be a $1.99 per minute charge on the local phone company bill.

No pay per view websites were visited and no call to the United Kingdom was made.

I don't believe that this is an accidental billing mistake by this company. I believe that this is an intentional fraud that is based on the assumption that a certain percentage of the population will be intimidated into paying an official looking bill. Here are some tip offs:

1. The bill does not cite the specific service purchased. No specific website is given. How can you be a billing company and not know who you are billing for?

2. The bill makes threats that the Company will ruin your credit rating if you don't pay the bill. This is an attempt to prey on people's fears and scare them into paying rather than risk ruining their credit rating.

3. The bill does not have a phone number or physical address of the company.instead it directs you to a website where you are forced to download some information and then you get a generic, automatically generated lenghty email response with more official looking double talk but no specifics as to what service you supposedly purchased (no specific website is given)
