Subordination paper work

I have tried unsuccessfully to get the paper work needed to subordinate my Home Equity loan with Citi Bank. I sent the request over night on Nov. 9th it was delivered on the Nov. 12th @ 11:46am. When I called on the 18th I was told they did not have it. I sent it again on the 18th.
I called again on the 23rd and was told they received it until the 22nd and it would take 15 days to get a response. I was then told to fax over a written request, requesting that my request be expedited. I called today (Nov 29th) and still no answer. I was also told they are sending the paper work to the lender who is doing the refinance. It is safe to assume that once they receive it they too will sit on my paper work and my rate lock is going to respond. CAN SOMEBODY PLEASE HELP ME GET THIS RESOLVED??? If I had wanted the paper to go to the other lender I would have given the address when I sent the request.
