Home Equity Loan Subordination Request Lost, Then Delayed

I have tried unsuccessfully to get the paperwork needed to subordinate my home equity loan with Citi Bank. I sent the request overnight on Nov. 9th, and it was delivered on Nov. 12th at 11:46 am. When I called on the 18th, I was told they did not have it. I sent it again on the 18th.

I called again on the 23rd and was told they received it until the 22nd and it would take 15 days to get a response. I was then told to fax over a written request, asking that my request be expedited. I called today (Nov. 29th) and still have no answer.

I was also told they are sending the paperwork to the lender who is doing the refinance. It is safe to assume that once they receive it, they too will sit on my paperwork, and my rate lock is going to respond. Can somebody please help me get this resolved? If I had wanted the paperwork to go to the other lender, I would have given the address when I sent the request.
