Unauthorized debit from checking account

I received a letter offering me a settlement for a Capital One credit card. I called and agreed to make arrangements to pay. He asked me for a account # so that he could "hold" my settlement offer. He told me to call back if I wouldn't be able to make the payment and he would cancel it. I called back on the next business day and he was out of the office. I called again the following day and I told him that I would not have the money to do it. I told him to cancel it and not debit my account. They debited my account anyway, $526.00 and left my account overdrawn. I called to notify them and the Supervisor (Jorge Hernandez) was rude to me and said that the notes indicated that I had been told that the money could not be refunded. He insulted me and told me I needed to pay my debt. I explained to him that I had just started working and that I couldn't pay it all at once. He told me to call back. He avoided my callls and when I finally spoke to him, he asked me to consider just leaving it as is. I was clear that I wanted the money refunded to me. It was unauthorized. He told me to fax in the banking information to show that the check had gone through. I sent it yesterday and I called today and he tells me that it is not posted to my account yet and to follow up later.
