Said they were a major credit card company, and they wern't. Debited $200 out of my checking account after I asked them not to

I was contacted over the phone on 1/15 by NBE and told that the student master card I applied for referred them (NBE) to me to receive a credit card. They explained that I would have to pay $200 first then my credit card would be activated. I asked them specifically if it was a visa or master card and they said "yes, you can use it anywhere." I ok'd the debit from my checking account for 1/25 as long as I received the information on the card first. The lady explained as long as I call them before the 25th I could cancel the charge to my account for any reason. I waited for the info to come and it didn't so I called on the 24th of January and told them I had not received anything yet so do not debit my account until they here from me. Well February 5th my account was debited the $200 dollars. I called them February 6th and asked them why - the gentleman said I ok'd a debit for February 2nd, but I didn't. I told them to wait until I received my info. Then he told me it wasn't even a visa or master card. I asked them that the first day they called me and they lied to me just to get me to do this. The only reason I did this is because I am a college student and I needed the card to purchase books for school. So I called my bank and I have started a dispute with them also. I don't know what to do, I have seen on the internet researching this that these people have done this to many people. Please help I need this money back.
