Fee for check cashing with out receipt

I visited cash my paycheck check they claim there have been six bucks cost becouse i dont have a merchant account together, I-say it was good simply gibe me a bill of wath i spend for you, they claim they could not get it done. Our issue is just how can they cost for someting without having bill.
