Unknown Asked me to transfer money into my acct without explaining that I did not need to do so in order to pay products

On or around March 8, I ordered Paypal services, in Canada. I authorized them to take money from my checquing to pay for products. Then they asked me to transfer funds into my account, so i transferred 90.00 assuming that I needed to do that to pay for the products (which totaled 90.00) into my Paypal account. Later in the week I went to bank and was short. A check had bounced, and my automatic withdrawal company asked me to pay 30$ as did my Bank, because funds were not there. So what Paypal did is it has the ability and in fact did withdraw money from my account, and then asked me to move money into my Paypal account. But what I found out today, is that that they DID NOT NEED me to transfer that money to them, they already had the permission to get my money directly from my checquing account! When I asked the first CS person, about it, she had me make a long distance phone call. I called today and that CS told me that the any money that is transferred is then made available to Paypal so that they can IMMEDIATELY pay the merchant that I ordered products from. I was upset because I feel I was duped into transferring that money, when I didnt need to, thinking it was to pay for the products. So my 90$ sat there, in limbo, and I had to ask them to retransfer it BACK to my checking account, which takes "five to eight days" so now Im out of 60$ and had to cancel my COntinuing Education class cause I cant no longer afford to take it... I feel that this is rather tricky on their part, since they seem to imply that we are simply giving them money to pay for purchases... They didnt offer to make any restitution, either, in any manner. Of course not...
