Fraudulent charge

I've a walmart cash card a perpaid credit card. I take advantage of it for my netflix account. I had been examining my deal record today and noticed a cost on there. It was out of this VBL CHANGE RESOURCES. I don't understand who this really is or how they got my card or number. I just set enough on my card for my netflix. 9.00. However they attempted to con me out-of 29.95. If you need to do that to countless people. Whoa do the math. Please help discover a way to close them down. And make sure they are spend everybody back. This is a great illustration why the web isn't secure to complete bank or bill-paying on. Yes its simple but really unsafe. Thirty bucks is just a container of gasoline in my experience to make the journey to work with the week. Please aid should you had exactly the same problem.
