River works credit union is adding monthly fee to all accounts

Iver works credit union is adding a $1.95 monthly fee to all accounts to "protect" account holders from identity thieft. To refuse this "service" you must notify the credit union that you decline. Which I will do. I am not sure but is this negitive response required to decline against the law? This Credit Union has been charging me for ATM transactions at SUM network ATM's even though they are part of the SUM network.
They are greedy slimly bankers who have to be watched carefully.
