Fidelity reserve corp confiscated 2300.00 of my money and only returned to me 850.00

In late October I contacted Fidelity Reserve Corp about debt consolidation. My credit card bills had gotten out of hand. I could no longer afford to pay them. I did some investigating of this company but evidently I did not do enough.in 18 months I was supposed to be debt free.
Well in about 9 months my husband lost his job and I was not able to make the 270.00 a month payment. So I called Fidelity reserve and informed them that I would not be able to participate in their Debt Consolidation Program any longer. The representative informed me that after paying nearly 2400.00 into the trust account with Noteworld {this is my own money} that only 850.00 would be returned to me. I did not understand this and I still do not understand it.
Fidelity Reserve Corp did not settle one of my debts with any of my creditors. The representative informed me that I could use their services in the future because I already paid their fee of 1300.00. I will not need their services in the future I even told the representative that I was going to file bankruptcy. He advised me against it.
I just want my money back. I can understand them charging a 125.00 early termination fee for the contract but I just can't see paying them 1300.00 for services that they never supplied me with.
