Capital One changes T&Cs and adds finance charges

On 5/29 i received an offer from Capital One for a balance transfer with 0.000% APR until 5 and 0% transaction fee. I applied and was given a credit line of $15,000. I called them at 866-381-0454 and requested a balance transfer $15,000. Prior to completing the transaction the representative confirmed that the balance of $15,000 will carry an APR of 0.000% and there is no transaction fee for this balance transfer. A month later, a finance charge appears on my statement for $94.71 for an APR of 9.9% for a balance of $11,524.70. When i called Capital One, the account manager denied the above t&c and stated that there is nothing she can do. They gave no explanation as to why the figure of $11,524.70 appears on my statement. This is an example of complete lack of accountability on the part of Capital One.
