I requested A charge to be reversed against a merchant that took payment in advanced but did not deliver promised services. The merchant responded with a copy of there hand book, which had nothing to do with my claim. Citi Bank only tried to contact my (about this one issue) via mail. I only do phone and email contact with them. They used this as an excuse to revert the charges to me.
Do to the small amount of the charge $380 dollars, and the fact that I carry a zero balance I had to eat it. I will not ever use this card again.

In my opinion I recommend you do not bank with this company in any way. Remember this is one of the banks that took a tax payer handout from the government socialists. You should avoid other such banks such as Bank of America, and companies like GM.
