3% foreign exchange fee on PayPal Hong Kong purchase

I ordered an item from DealExtreme, a merchant in Hong Kong, and paid through my PayPal account, which I fund with my Citi credit card. On my card statement, the PayPal charge also displayed the merchant name and its location as PAYPAL *DEALEXTREME 4029357733 HKG. Citi added a 3% foreign exchange fee, saying the merchant was foreign. I disputed it and explained that my payment went to PayPal, a U.S.-based company, and that PayPal was the one that paid the Hong Kong merchant.

Citi insisted the merchant was foreign and would not remove the fee. So I asked for the address where they had sent the payment. Despite three phone calls and many emails, I still have not received the billing address that would show the money went to PayPal and not to the Hong Kong merchant.

I have hit a wall. Can anyone suggest what I should do next?
