Denial of Mortgage Loan Modification in 1 Day

I put in my modification package in feb with all required docs, I am disabled and suffered an on the job injury 3rd party,
I applied because I have falled behind on my payment. Nfcu kept losing my paperwork finally yesterday I faxed in the paperwork again and they stated it would be approved in a week. They called me to confirm that my package was complete and in final stage and to wait 1 week, less than an hour later another call, denied with no explanation. Is this how they treat us disabled veterans? My rights are being violated. Also I am receiving 10 harassing calls a day when I am only 8 days late on my loan.
