Merchant Takes Payment for Virtual Goods, Never Delivers

PayPal lets its website be used for a scam run by one of its merchants, Goldicq International Inc (GoldicqCS@gmail.com). The merchant accepts PayPal payments for virtual goods, then neither delivers them nor gives refunds; in effect it steals the money. PayPal will not investigate or name the merchant, saying virtual goods cannot be traced. That makes PayPal complicit in the fraud, since it collects money on every fraudulent transaction the scamming site makes.

It would be simple for PayPal to verify that the merchant is a scammer: they could make the same purchase as the consumer in a complaint and see directly that it is a fraud.

That may not be enough proof to get refunds for other consumers, but it should certainly be enough to cut this merchant off from PayPal. Instead, PayPal lets the scam keep running and goes on profiting from it.
