Keep taking money from my account!

I recieved a letter saying I owed a debt, which infact I did. Being that I'm trying to re-build my credit, I called and we set up an arrangement. 800.00 one week and the next 188. They took their 800. Then the following week a day before they were suppost to take 188, THEY TOOK 800!!! Which caused overdraft fees. They then refunded the money a day later... Then 2 days later took out 800 again! I've been fighting with them for days on end, and now they're trying to tell me it takes 45 days to refund my money! This is wrong, and a huge hassle!
