Charge membership fees without ever sending the card - or even activating it - Reported to my credit report. Opened the account on false SSN

I recieved a call from Capital One CC saying there was a balance due of $45, and if I'd like to make a payment, I was a bit baffled as I dont even have a Capital one credit card. I told the same to the person on phone - and they redirected me to another Rep. They seemed a bit confused, and said - 'O looks like it might be a mistake - dont worry about it - your account has been closed and taken care off'. Few days later - I check my credit report alerts - And it showed $79 past due balance. I gave Capital one second call - asking to verify what was going on. Since I dint even have any account number they were charging me on, they looked up by my SSN. They said - they dont see any thing - One account was opened and closed 10 days later - a year ago. I get the same message from them 'Its probably a mistake and they should update that within few days' It did not sound too promising to me.

Worse, couple weeks later - I recieve a statement from Capital One with two months past dues balance of $79. Atleast now I had an account number I could refer to. Gave them a call - found out the account is on my name, address but has a false SSN. Better, the account/card was never activated - they kept on charging membership fees and late fees over it for a non-activated account.
This just seems mal-business practice:
A - Open a credit card on my name/address - but a SSN that doesnt match
B - Charge all sorts of activation, membership, late fees even thought the credit card was never sent or activated.
