Ripoff charging late payment fees on accounts that have been paid off in full

If this weren't completely ridiculous, it would be funny. I recently sent a check of over one thousand dollars to Capital One in order to completely pay off two credit card accounts that I had with the company. On the check, both account numbers were clearly noted. Along with the check, I specifically requested that both accounts be closed. Capital One accepted the payment, and cashed the check (it cleared my bank account) but applied all of the money on only the smaller of the two accounts, resulting in an overpayment on the smaller account of over $700. NONE of the payment was applied to the other account at all. Now, the smaller account has a 'credit balance' of over $700.00 and remains open against my wishes. The other account (where the $700.00 should have been applied) is now listed as 'past due' and additional fees have been assessed against me. I called to ask that they move the money from the credit balance of the smaller account to the bigger account, and they refuse to do that. Rather than credit the bigger account for the money that I have paid, they have assessed two late fees against me.

Ironically enough, Capital One has my payment in full and they have turned me in to a collection agency for payment on the bigger account since they refuse to move the money that they credited to the wrong account. I have to laugh. It's not everyday that a person's credit is actually ruined for paying a bill in full, but that's exactly what has happened to me. Needless to say, both accounts remain open, and Capital One has applied bills from their "Partners" to the accounts, starting the balances over again with, of course, late fees. Capital One has finally figured out a way to make a person a slave. All they have to do is misapply your payment and claim that you never made it.
