Dear Ms. Roher:

This public letter (which will be posted on several consumer advocate sites) as well as being sent to the Pennsylvania Attorney General's office is to advise you NCO has violated one of your collectees rights.

Simply, the situation is in a letter dated 12/XX/06 signed by yourself, you advise a gentleman (whose name I don't recognize, but I have located him in another state) at my address, with NCO's internal reference number and Citibank account number (do you REALLY believe I am going to publish this information further violating this poor gentleman's rights as you have?) that NCO closed his account in your office and refer him to another location for resolution. It is nice to know (according to your letter) that you have not reported him to the credit bureau but you cannot affect a change to how OTHER COMPANIES OR ENTITIES may have listed his account on his credit profile. You closed by SAYING WE APPRECIATE THE POORTUNITY TO RESPOND TO YOUR INQUIRY.

By virtue of this letter, I am putting NCO on notice that NCO has violated the individual's right to privacy and also putting NCO on notice that your internal audit policies, controls, practices, etc are totally inadequate. Unfortunately, from what has been posted on numerous sites, NCO is aware of these inadequacies (as is the Pennsylvania States Attorney General office), however, NCO has so little regard for the law, ethics and consumer's, NCO has made a conscious decision to refuse to correct the audit / internal problems. Also by copy of this letter, I am requesting the Pennsylvania States Attorney General office immediately begin a full and intense internal audit policies, controls, practices to prevent this from occurring again.

Under most circumstances, I would simply return the communication to the organization, however, do to your organizations extremely poor track record of violating consumer legal rights, I feel no obligation to do so. The rights of the consumer whose private information I received will be better served by government intervention. (By they way, I am STILL waiting for MY response to your organization I made more than a month ago regarding MY validation request.) Of course, knowing of your grievous error, I am certain my communication has gone to another consumer, thereby VIOLATING MY RIGHTS.
