Ripoff charged me higher interest rate because I didn't recieve a bill in the mail

When I moved to a new city and county, I transferred all my mail. Everything came where it needed at my new address.

I received one or two bills from Capital One and then a month went by and I did not receive a bill. I received it the following month but the interest rate went from 9% to 19%. When I complained of this they told me that I should have contacted them sooner.

They refused to lower it based on the fact that I did not contact them when I should have received the bill. I complained to a manager and they still refused to assist me. The mail is not my controll and no other mail has been lost.

I continued to go through this with them for 3 more months. I had to continually contact them. They also charged me $35 for being late, even though they did not bill me. I had to pay it and continue to call them when I did not receive my mail on time just to keep from continually being charged the late fee.

Now this is reflected poorly on my credit rating and I definately think I've been scammed. I'm now paying two times over for my credit card bill because of their error.

They do not want to take responsibility for not billing me correctly and jacking up the interest.

Capital One is a rip off and they are running a scam! I would like to file a law suit against them and have my interest rate lowered again. No business should run like this.
