Ripoff Interest rate deception on balance transfe

I had received numerous offers by mail for a low 2.99 interest rate that would drop to 1.99 after a year from Capital one. After multiple offers I finally call up and the account manager confirms I have this rate offer. So I transfer 25,000.00 dollars of debt to capital one. I receive my first statement and I have a 10.42 interest rate. I call up and the account manager tells me it was a mistake he sees it in my file that I should have received the 2.99 rate. He said call back in 7-10 business days. I waited until my next statement. I am still at 10.42%. I called and spoke with an account manager and a supervisor. The Supervisor told me that my application had been denied and that 10.42% was my interest rate. I told him I already had the money at a 5.99% rate and after receiving all of the Capital one mailings I finally called to take advantage of the 2.99% offer. I told him that Capital one had deceived me by telling me I had the lower rate but when I transferred the debt it was not at what we agreed to. He told me there was nothing he could do and That I should switch back to the other card. I was totally deceived by Capital One. They told me I had a 2.99 rate and once I transferred the money they put me at 10.42%
