Collection Letter for account closed in 1998 ripoff

In 2003 I started receiving collection letters from this place demanding payment on a phone bill that was disconnected & paid off in 1998. I was in the military and was re-assigned overseas October 98. I requested verification of the debt and got another letter demanding payment for $67.

This is ridiculous who would buy $67 in debt that is 5 years old then try like hell to collect on it? I have tried all the routes to get this to go away. I disputed the debt and asked for verification, I tried calling the local phone company and having them research my account, no luck. The phone number belongs to a set of numbers assigned to the military dormitories and it has changed hands several times since 98.

The local phone company has changed owners twice and don't have any account info on me anymore. I also talked to the department that handles bad debt who either sell it or write it off. They didn't have any record of selling this to another company and direct quote "we wouldn't wait 5 years to write off $67 or send it to collections."

They are unwilling to provide any assistance; I was told they can't send out free-formed letters. Like they have never had someone request this before. I have done everything I can think of to get this to go away, I have also written several letters demanding this be removed from my credit report because the 7 year statute of limitations has expired, sent to credit bureaus and this agency and this is still on my credit report.

What else can I do if the credit bureau will just ignore this? I want results but I don't want to spend more than what the bill is to try to make it go away (certified mail, etc). On the other hand I know this isn't my bill and I'm fairly sure this is a scam.
