Truck with undisclosed damage refused, $500 deposit dispute

PayPal/eBay says it is OK for sellers to not disclose damage and keep the deposit.
I bought a truck on eBay (I have over 1500 transactions at eBay and 1200 at PayPal). I rode with my brother 2 hours to the closest airport to fly to pick up the truck.
I arrived to find undisclosed damage to the truck (i.e., burn holes in the seats and carpets, as well as stains on the carpets and seats, missing dash switch covers, and damage to the grille). I refused the truck, and the seller said no problem, since they had a bunch of other people who wanted it. I told her she would have to refund the deposit of 500 dollars, and she said no problem. I bought a ticket to go back and then had to arrange for someone to take me back home 2 hours away. I filed with PayPal and escalated to a claim. When I escalated and clicked, the next page said page unavailable.
I called PayPal and told them the text was missing. A PayPal employee told me no problem, they had enough information and would be contacting me while resolving it. They never contacted me and decided the truck was properly disclosed.
When I went through the steps to close my account, a new phone number appeared. An employee said to file an appeal. She sent me an email telling me the email address to send the appeal to. Two days later, the response from PayPal was that there is no such appeal available. I closed the account today. PayPal changed from charging my debit card, where I could appeal through Visa to reverse it, to a direct withdrawal from my bank account without my permission.
I am filing in small claims against the seller and PayPal. Just a tip: if there was a transaction through PayPal at your bank, you can file small claims in the county where the bank is located.
