Ripoff possible qualifier for a government grant of at least $5000.00

I should have realized that I was identified as a possible which does leave doubt. Many times I was promised it was in the mail they never said what it was. They did say I would be very satisfied. Reacently it was"you haven't received it yeat" A few days ago it finally arrived via e-male. Showing all government benefits and what I was elegible for. One thing that sticks out in my mind is that I could get a gov. Loan. I said I don't need a loan his answer was " but it's available when I need it. He said the $300.0 was not refundable because I was elegable for benefits. All I want is the $300.00 refunded.
